2G scam: No loss to the country, says Sibal

Union Telecom Minister Kapil Sibal.
The government on Friday rejected the estimates of the Comptroller and Auditor General on the losses of  Rs 1.76 lakh crore (Rs 1.76 trillion) on account of allocation of 2G spectrum to telecom operators saying it "had no basis and was utterly erroneous".
Asserting that there were actually no losses to the exchequer, Sibal said "CAG has done injustice to itself and the Opposition is doing injustice to aam aadmi."
"We are extremely pained at methodology adopted by CAG for arriving at 2G spectrum (allocation loss) figures that have no basis," Telecom Minister Kapil Sibal told reporters in New Delhi.

CBI or Closure Bureau of Investigation?

CBI or Closure Bureau of Investigation?
The closure of the Aarushi murder case has brought the investigative skills of the Central Bureau of Investigation into sharp focus.
Once known to be a premier investigative agency and India's version of the Scotland Yard of UK, the CBI has earned itself some snide comments as it willingly surrendered its backbone to the ruling dispensation or crawled when asked to bend.
Though an independent agency, the CBI is more seen as an agency of the ruling party to settle scores, keep opponents silent, force political parties to support or oppose issues. Little wonder that the BJP and the Opposition parties call the CBI the Congress Bureau of Investigation.
But to be fair, the CBI got a messy case when the UP police handed over the Aarushi file. The UP police had botched up the evidence, tampered with the scene of crime and created enough red herrings.
That be so, why did the CBI take over two years to declare that they had a hopeless case on hand? Why did the CBI use unscientific means to question the servants of Dr Rajesh Talwar?

Netizens shocked as CBI lets Aarushi's murderer roam free

Aarushi
"Shame", "Yet another let down", "Is it a cover up?"-- these are some of the reactions of netizens to the CBI filing a closure report in the sensational Aarushi double murder case after a two-and-a-half- year probe marked by botched up investigations.
"Even 'cold cases', twenty years and older are solved in the US! What on earth is happening here, another cover up?" Sunaina Serna Ahluwalia wrote on social networking site Facebook.
Shreya Talwar, another user, wrote, "Yet another let down, but this is not where we stop. This is the time (when) we need to join hands and fight against the injustice happening to Aaru, instead of sitting back and taking everything as it comes."
However, the buzz which was visible when the 14-year-old was murdered in May 2008 along with the domestic help Hemraj is missing this time. Various communities and pages that were created in the name of the killed teenager and appealed for justice are slowly picking up.

Court slams Maharashtra government on Adarsh

Mumbai:  The Bombay High Court has come down heavily on the Maharashtra government asking why no FIR was filed in the Adarsh scam and no action was taken against any government official?

The court said there was clear-cut manipulation by the Collectorate, Revenue Ministry and Urban Development Department and the state government went out of its way to please ex-Army chief, General Deepak Kapoor.

The officials were accused of manipulating the members' list and adding the names of politicians later.

WikiLeaks founder arrested in London

London: WikiLeaks founder Julian Assange was arrested by the British police today on a Swedish arrest warrant relating to charges of sexual assault.
WikiLeaks founder Assange may surrender to British police
Assange was arrested at 9.30 am (GMT) on Tuesday by the Scotland Yard after he voluntarily surrendered at a metropolitan police station. He was due to appear at the Westminster Magistrate's Court later in the day.
Assange, a 39-year-old Australian, is accused of rape and sexual molestation in one Swedish case and of sexual molestation and unlawful coercion in another. He denies the allegations.
Assange's lawyer Mark Stephens told reporters on Monday night in London that the Metropolitan Police called him to say they had received the arrest warrant from Sweden for Assange, who has been staying at an undisclosed location in Britain.
Mark Stephens added: "He has not been charged with anything. It's about time we got to the end of the day and we got some truth, justice and rule of law. A full hearing of his extradition case would have to be heard within 28 days."

In Sweden, a WikiLeaks spokesman called for action against those who have attacked Assange. "There have been death threats to his life and incitement to murder," he added. Earlier Monday, Swiss authorities stripped Assange of a key fundraising tool -- his new bank account -- and his secret-spilling website fended off more suspected computer attacks as it maneuvered to stay online.
Stephens said the charges in Sweden stem from a "dispute over consensual but unprotected sex." Over the weekend, the lawyer said the Swedish investigation -- which has involved prosecutors overruling each other and disputes over whether the most serious allegation constitutes rape -- had turned into a "political stunt." WikiLeaks founder Assange may surrender to British policeAssange has been hiding at an undisclosed location in Britain since WikiLeaks began publishing hundreds of US diplomatic cables on the Internet last week.
The organisation's room for maneuver is narrowing by the day. It has been battered by web attacks, cut off by Internet service providers and is the subject of a criminal investigation in the United States, where officials say the release jeopardised national security and diplomatic efforts around the world.
Australia had said it would give consular help to Assange if he was arrested abroad and noted he was also entitled to return home. But Australian Attorney General Robert McClelland also condemned the WikiLeaks document leaks as harming security and said Australia is obligated to help any criminal investigation into Assange's activities.
WikiLeaks has been under intense international scrutiny after disclosing classified US diplomatic cables and tens of thousands of classified US military documents on the wars in Afghanistan and Iraq. The unprecedented disclosures have embarrassed the US and other governments worldwide and prompted US officials to pressure the WikiLeaks site and its facilitators.
American web companies Amazon.com, Paypal, and EveryDNS had pulled the plug on their relationship with WikiLeaks one after the other. The decision by Amazon to yank the site from its servers -- over alleged terms of service violations -- saw WikiLeaks fall back on a Swedish host. The French government has also promised a crackdown on its Web presence there, while governments such as China have moved to block the website altogether.

WikiLeaks founder Assange may surrender to British police
In contrast to official moves against Wikileaks, an unlikely band of computer-savvy advocates were riding to its rescue, determined to ensure free information via the Internet. These geek-warriors described their efforts as new form of guerrilla combat, where sophisticated online protests were replacing traditional street marches.
"It's the start of the information war," said Pascal Gloor, vice president of the Swiss Pirate Party, whose Swiss Web address, wikileaks.ch, has been serving as a mainstay for WikiLeaks traffic.
"There is a whole new generation, digital natives, born with the Internet, that understands the freedom of communication," he told The Associated Press. "It's not a left-right thing anymore. It's a generational thing between the politicians who don't understand that it's too late for them to regulate the Internet and the young who use technology every day."

Pakistan Cyber Army hacks CBI website

In a severe jolt to India’s premier investigative agency, Pakistan Cyber Army hacked the official website of Central Bureau of Investigation (CBI) on Friday night.

It was a real embarrassment for India as the CBI website is believed to be most secure in India. The home page of the CBI website had a message from the 'Pakistani Cyber Army' warning the Indian Cyber Army not to attack their websites.
CBI website
The hackers have made a mockery of the country's cyber security by infiltrating into the  CBI website, supposed to be one of the most secure websites. The CBI is connected to the command centre of world police organisation - Interpol - 24x7.

The message from the hackers also spoke about the filtering controls provided by the National Informatics Centre (NIC), a body which mans computer servers across the country.

Intelligence agencies have been often warning the government that proper cyber security was not being ensured in government offices and that no security audit was being carried out.

The Pakistani Cyber Army has also warned that it would carry out "mass defacement" of other websites.

The ISI-linked hackers also left a message of ‘Pakistan Zindabad’ on CBI website. The Pakistan Cyber army also warned of further attacks.

There is no doubt that it has been carried out on the directions of Pakistani spy agency ISI.

2G Scam: Supreme Court questions Raja's decision to ignore PM's reservations

New Delhi:  The perfect storm of the 2G scam continues to rage.

The Supreme Court has questioned the decision by A Raja to ignore the objections raised by the Prime Minister and others on the allocation of 2G spectrum.

Raja resigned as Telecom Minister earlier this month after a report by the government's auditor blamed him for giving 2G spectrum at clearance prices to companies that were ineligible. The loss - worth Rs. 1.76 lakh crore - constitutes India's largest-ever scam.

"The Prime Minister had made his reservations clear which was not treated with respect. There are requirements of collective responsibility. Government is not like a private business house. Its action has to be reasonable and in public interest," the court said, stressing "In the context of sequence of events, bypassing the Prime Minister was not at all proper."
When the court asked the Solicitor General for his view on Raja bypassing the PM's concerns, Gopal Subramaniam said, "In my opinion, reservations expressed by the PM ought to have been given more importance."

A report by the Comptroller and Auditor General (CAG) said that the Prime Minister and the Law Minister expressed their reservations about the first-come-first-serve policy that Raja proposed and then implemented for 2G licenses in 2008. The report said that Raja arbitrarily decided to advance by a week the deadline for applications from companies who wanted 2G licences.

The CAG report says the PM, on November 2, 2007, asked Raja to consider "introduction of a transparent methodology of auction wherever legally and technically feasible."

The Law Minister at the time, HR Bhardwaj, had suggested that an empowered Group of Ministers be consulted on the 2G pricing issue and policies. Raja did not accept this advice.
